Update : i figured i way to workaround the glitch,if i noclip through the fence the guards won´t turn hostile on me for some reason,so it seems i´m able to do their quests/buy their guns that way,only downside is that i have to activate noclip everytime i want to go there,i´ll try the commands ''.
